整理格式

调整文件位置，符合商店要求
添加pyproject.toml和来自https://github.com/A-kirami/nonebot-plugin-template的发布工作流，未来可提交至pypi，其中的版本是根据我服务器上的来的，可用但是未测试最低要求
添加了MIT LICENSE（强迫症犯了）
